Clifford Wheeler Cable, 77, of The Villages, Florida, is charged with disorderly conduct and risk of injury to a minor.
Police said the man had "inappropriate contact" with a minor whom he knew.
He was arrested by warrant after the July incident.
He is free on a written promise to appear in Derby Superior Court on Sept. 26.
