P&Z Considers More Hibachi, New Pizza Spot

Planning and zoning commission approves expansion for Captain's Pizza and discusses Hunan Pan's expansion in a special meeting.

Shelton’s Planning and Zoning Commission held a special meeting Wednesday night to discuss a proposed hibachi addition to the restaurant and plans by to relocate across the street.

The commission approved the pizza place's request to occupy the now-vacant site left by Cold Stone Creamery and Blimpie.

The Hunan Pan restaurant was not so lucky, however, as the commission and residential neighbors discussed the restaurant’s proposed expansion at length with concerns over parking along a portion of Bridgeport Avenue.  The Hunan Pan wants to expand its seating by 36 seats and add four new hibachi tables and a service bar in its downstairs section.

“You can’t have one car on the street. Not one,” said commission member Anthony Pogoda. 

Other members of the commission echoed Pogoda’s concerns when they asked for an option to monitor parking at the restaurant and determine if further expansion is warranted beyond the increase already proposed.

Dominick Thomas, the attorney representing the Hunan Pan, was not convinced that further expansion was required.  “Too many projects have too much pavement. Too much asphalt,” he said.

Residential neighbors also raised several concerns with privacy and parking, claiming that the drawings used by the Hunan Pan did not accurately depict the area concerned.

The commission decided to table the discussion until the March 8 meeting so as to give commission members time to see the section of Bridgeport Ave for themselves.

The commission also considered a revision of a previous plan by Data Centers Partners to alter their new construction to general office use, rather than simply being a data center.  This revision would alter the size and façade of the building, but mostly concerns the expansion of the parking lot and the inclusion of a storm water detention system.

The revision would also cause the proposed building to become a major traffic generator at 145 Constitution Blvd.  The matter was sent to planning and zoning staff to address several minor engineering issues but was otherwise approved and the public hearing closed.
