Richards declined to comment. The cat has apparently recovered, police said.

Police said Richards, who runs Operation Spay, was asked to have a cat neutered. When the owner got the cat back, it appeared and ill and Richards failed to resolve the problem, according to reports.

The owner then took the cat to the office where the procedure was supposed to have been performed but that office said the work was never done there, police said.

Another vet treated the cat afterward, police said.

Richards was released on a written promise to appear in Bridgeport Superior Court Jan. 29.
