Nicholas Carriero, 21, of Mohave Circle, is charged with use of drug paraphernalia, failure to renew registration and improper passing.
Police said Carriero was stopped while driving on Shelton Avenue near Nells Rock Road, where officers found a glass pipe.
Carriero is free on a written promise to appear in Derby Superior court.
