Anthony John Toscano, 24, of Sorrento Avenue, East Haven, is charged with third-degree assault and disorderly conduct.
Police said Toscano was arguing with the alleged victim and drove away, dragging her for a short distance. He then brought her to the hospital, where he was arrested, police said.
The woman suffered minor injuries, police said.
His bond was set at $500 for an appearance in Derby Superior Court.
