Jason Smith, 40, of Walnut Avenue, Shelton, is charged with failure to keep drugs in their original container, illegal possession and use and possession of drug paraphernalia.
Police said Smith was stopped on Perry Hill Road, where the officer found loose pills and bags.
His bond was set at $500 for an appearance in Derby Superior Court.
