Patrick Colin Phelan, 19, of Wooster Street, is charged with second-degree breach of the peace and sale of a controlled substance.
Police said Phelan and a companion started arguing on Nov. 24 and the companion accused him of punching her in the face.
Police stopped the car they were riding in on Howe Avenue near Spring Street where officers found bagged drugs in a backpack.
Phelan is free on a written promise to appear in Derby Superior Court.
